Cristi LaJeunesse is a seasoned public housing executive and consultant with over 28 years of experience in Public Housing and Housing Choice Voucher programs. Since beginning her career in 1996, she has developed extensive expertise in HUD regulations, compliance, policy development, and the operational management of housing authorities.
Cristi currently serves as Executive Director for multiple housing authorities across Texas, where she oversees day-to-day operations including public housing, voucher programs, capital funding, and regulatory compliance. Her leadership spans a broad portfolio of agencies, where she is responsible for financial management, staff oversight, HUD reporting, and ensuring successful outcomes in audits, inspections, and program performance.
In addition to her executive leadership, Cristi has a strong consulting background, assisting housing authorities with HUD system transitions, Agency Plans, EPIC submissions, policy implementation, and compliance corrections. She has played a key role in resolving PIC reporting issues, preparing agencies for audits, and supporting recovery efforts following OIG findings. Her work also includes advising on management agreements, entity structuring, and the legal and operational relationships between housing authorities and affiliated organizations.
Cristi is also an experienced trainer and industry leader, having developed and delivered training programs on PHA administration, fair housing, inspections, eligibility, rent calculation, and HUD reporting systems. She is actively involved in professional housing associations and has held leadership roles supporting the advancement and education of housing professionals across Texas.
Her career is defined by a commitment to maintaining high-performing agencies, optimizing funding and subsidy opportunities, and ensuring compliance with federal and state regulations while improving services for the communities served.
Tammy Emerson is a seasoned public housing professional with over 20 years of experience in housing administration, policy development, and organizational leadership. She currently serves as Executive Director of the Housing Authority of the City of Victoria in Victoria, Texas, where she oversees all administrative and operational functions of the agency, including program administration, staff leadership, budget management, and compliance with federal housing regulations.
Prior to her current role, Tammy served as Chief Housing Officer at the Hampton Redevelopment & Housing Authority in Virginia, where she led housing service programs, supervised departmental operations, and ensured regulatory compliance across multiple program areas. Her work included the development and implementation of policies related to admissions, occupancy, relocation, and residential property management.
Tammy’s earlier experience includes positions with the Fairfax County Redevelopment & Housing Authority and the McKean County Housing Authority in Pennsylvania, where she built a strong foundation in housing management, asset oversight, and program administration within both Public Housing and Housing Choice Voucher programs.
